119 TUPAD workers in Tinglayan receive over P.4M pay


Tinglayan, Kalinga – Department of Labor and Employment – Cordillera shelled out P476,000 cash assistance to 119 Tinglayanos who are beneficiaries of Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) on Tuesday, June 13, 2023.


Under the program, the recipients - displaced workers, underemployed and seasonal workers rendered a 10-day community service in the municipality.


These services include the cleaning of community pathways, canals, and schools. These tasks were designated based on the needed services of the local government unit.


In exchange for these services, beneficiaries received a daily wage of P400 or a total of P4,000 for the 10-day period.

Leading the awarding of wages were Anthony Luminang of DOLE-CAR, Rachel Maling of the Provincial Local Government Unit of Kalinga, and Municipal Executive Assistant Bartholome Aboli.


In a statement, Mayor Sacrament Gumilab expressed his gratitude to DOLE-CAR for their continued support to the municipality, emphasizing that ‘even the program is only a temporary employment, it already helped numerous Tinglayan residents and the aid would always be a great help to more Tinglayanos in need.’


He likewise vowed to continue lobbying for funds from various agencies and officials to aid more displaced workers in the municipality and also to enhance their skills development and productivity.

Selection of TUPAD Recipients


In Tinglayan, the program beneficiaries were chosen by barangay officials in consideration of the guidelines set by the program.


The program, as directed by DOLE’s Department Order (DO) No. 219 Series of 2020 covers workers in the informal sector, particularly self-employed with elementary occupations and unpaid family members and Senior Citizens below 75 years old who are fit to work and are not receiving pensions except for Social Pension for Indigent Filipino Senior Citizen.
