Tinglayan, Kalinga – Fourteen farmer organizations in Tinglayan signed a memorandum of agreement (MOA) with the Department of Social Welfare and Development on Wednesday, May 25 regarding the management and sustainability of their proposed livelihood projects through the DSWD’s Sustainable Livelihood Program.
Signing the MOA are Inchasan organization, Ilu-ong Manababhujug SLPA, Barangay Ambato Leg-leg Indigenous Organization, Buscalan Christian Association, Manchara Ifangad SLPA, Ihuthut Manpapanchay SLPA, Bugnay Farmer’s Development and Livelihood Association, Poblacion Beekeeper SLPA, among others. a
Said organizations were awarded last year a total amount of P5 million pesos from the Office of the President, granted through the request of the Local Government Unit (LGU Tinglayan) under the leadership of Municipal Mayor Sacrament Gumilab to the office of Senator Bong Go.
The organizations are involved in various livelihood activities, such as beekeeping, blacksmith, rice mill operation, egg production, and grocery operation.
The amount of assistance varied depending on the project proposal they submitted.
Responsibilities of organizations
In the agreement signed by both parties, the beneficiaries are responsible for ensuring proper execution and management of funds by implementing the approved ‘Mungkahing Proyekto’ and ensuring that the operation and sustainability of the livelihood activity is in accordance with the Constitution and by-Laws (CBL) of the organization.
Likewise, the organizations are tasked to cooperate with DSWD-CAR SLP in the monitoring and evaluation of the project as well as report issues and concerns affecting the functionality of the Association and operation of the project.
For audit purposes, organizations must allow the DSWD-CAR SLP to access the Association's bank account and records through a written consent/waiver from time to time to ensure transparency in the management of SLPA fund.
The DSWD-CAR meantime shall provide fund for the livelihood of organizations based on the approved Mungkahing Proyekto and assist the SLPAs in the implementation of their approved project through the formulation of their business plans.
They are responsible for orientating SLPAs on a simplified procurement process, providing assistance in the actual purchase of materials and items needed in the implementation of their project, and for the preparation and submission of Grant Utilization Report and other liquidation documents.
Also, the agency shall conduct quarterly monitoring of the project in coordination with the Municipal Social Welfare and Development Office (MSWDO) and other related concern agencies/offices.
Meantime, Municipal information Officer Larae Lactao relayed that two of the 14 livelihood organizations have already implemented and completed their project.
