15 Communist affected barangays in Kalinga provided with P2.2M assistance

Tabuk City, Kalinga―15 Communist Terrorist Group (CTG) affected barangays in Kalinga are recipient of more than 2.2 million pesos grant aid to be implemented by the Department of Science and Technology (DOST) Community Empowerment through Science and Technology Project.


DOST approved a requested budget for the said beneficiaries amounting PhP1, 858,589.06 which includes PhP439, 400.00 local government unit counterpart, with a total project cost of PhP2, 297,989.06 for all 15 areas.


DOST Provincial Head Jasmin Donaal said this is the aim of DOST-CAR to support the whole-of-nation approach in attaining inclusive and sustainable peace under cluster 6, livelihood and poverty alleviation in the National Plan to End Local Communist Armed Conflict (ELCAC).

CEST Program Implementation covers five (5) entry points namely Economic Development, Health and Nutrition, Human Resource Development, Environmental Protection and Conservation, and disaster risk reduction management (DRRM) and climate change adaptation (CCA).


Beneficiaries of the said project are barangays Mabaca, Balantoy, Gawaan, Ababaan, Daoangan, Maling in Balbalan; Tanglag, Western Uma, Upper Uma, and Lower Uma in Lubuagan; Baay, Apatan, Wagod and Ammacian in Pinukpuk and Guinaang in Pasil.


Technology trainings will be implemented in barangays Daoangan, Maling, and Lower Uma; skills training on food processing in Upper Uma; soap making, black smith in Western Uma; skills training on soap making packaging and labeling in Gawaan; skills training on bread pastry in Guinaang.


Barangays Apatan, Ammacian, and Wagud in Pinukpuk are for 120 days supplemental feeding program for underweight children and identification of children and feeding will be coursed through the Rural Health Units.


Barangay Gawaan in Balbalan proposed STARBOOKS with solar panel, and laboratory analyses for water, Tanglag in Lubuagan proposed equipment for solid waste management, Ababaan proposed for hand-held i-com and radio base while Baay for flood early warning system.


Municipalities of Lubuagan and Pasil are for the deployment of RxBox, a biomedical device capable of measuring a patient’s temperature, blood pressure, heart rate, oxygen saturation, uterine contractions, and electrocardiogram readings.


Pinukpuk and Pasil CEST communities also requested for the conduct of forum on DRRM and CCA and training.


Said project shall be jointly implemented by the DOS –CAR through PSTC Kalinga in close coordination with PLGU-Kalinga, and the identified MLGUs and BLGU beneficiaries.
