2 grade-schoolers drowned at irrigation canal in Tabuk City

Tabuk City, Kalinga – The two grade schoolers who drowned at the irrigation canal in Purok 6, Bulanao Tabuk City were pronounced dead on arrival at the hospital in the city after their bodies were retrieved Friday afternoon, April 1, 2022.


The victims were identified as Jessa Mae Remundo Palactao, 9, a Grade 4 pupil, and David Cusay Palactao, 12, a Grade 6 pupil. Both are residents of Hilltop, Purok 6, Bulanao Centro.

According to the Tabuk City Police Station, the 8-year-old companion of the two victims narrated that they were at the irrigation canal to wash their feet around 1:55 PM. However, due to the strong current of the water, even when they were holding on to the hose at the irrigation bank, Jessa and David were swept off, resulting in their drowning.


The witness rushed to call for help from their relatives, who later informed authorities about the incident.


A search and retrieval operation was conducted by the joint personnel of the Philippine National Police, Bureau of Fire Protection Kalinga, City Disaster Risk Reduction and Management Office, Provincial DRRMO, Barangay Bulanao Centro, relatives and other volunteers.

After almost four hours of searching, David was found around 5:25 PM but was declared dead on arrival at the Kalinga Provincial Hospital. At around 5:40 PM, the body of Jessa was also retrieved.


The two were brought to the TAMPCO Funeral Care in Magsaysay before they were taken to their home.
