Ifugao police raise alarm on increase in rape cases

Ifugao, Philippines – An ‘alarming increase’ of rape cases has been observed by the Ifugao Police Provincial Office, therefore heightening its efforts to address such violence.


From 2016 to October 2022, a total of 310 rape cases were recorded in the province, reported the Chief of Women and Children Protection Desk of Ifugao PPO.

As part of their anti-rape campaign, Ifugao police held a Re-orientation and Training of Trainers for the Implementation Plan of Revitalized Project “Pani-o” on November 15 at their conference hall, Camp Joaquin P. Dunuan, Poblacion North, Lagawe, Ifugao.


“Pani-o” which means “taboo” was initiated in 2019 whereby police personnel conduct house-to-house information drive on rape prevention.


During the re-orientation and training, rape-related laws were reiterated. Among these are RA 9262 or the Violence Against Women and their Children (VAWC), and RA 11648, or An Act Promoting for Stronger Protection Against Rape and Sexual Exploitation and Abuse, Increasing the Age for Determining the Commission of Statutory Rape.


The crucial role of Kabataan Kontra Droga at Kabataan (KKDAT) and other members of the community in crime prevention was further discussed.

Moreover, the participants role-played the procedures of Project “Pani-o” from planning to implementation. This was followed by a forum where suggestions and comments were raised to come up with the best practice to reinforce the strategy.


Led by the Provincial Director of Ifugao PPO, PCol. James Mangili, the event was done in collaboration with KKDAT – Ifugao Chapter and the Provincial Sangguniang Kabataan Federation.


Project “Pani-o” is anchored with the agency’s peace and security framework MKK=K (Malasakit, Kaayusan, Kapayapaan, and Kaunlaran) and the KASIMBAYANAN (Kapulisan, Simbahan, at Pamayanan) programs.
