699 Tinglayan farmers receive P3.4M DA cash assistance

Tinglayan, Kalinga – Six hundred ninety-nine rice farmers (699) in Tinglayan are among the beneficiaries of the P51,125,000 cash assistance from the Department of Agriculture-Cordillera, currently being distributed in the region.


The subsidy, according to the agency, is intended to lessen the financial burden of farmers in purchasing farm inputs.


The support was made available by RA 11203 or Rice Tariffication Law's Rice Competitiveness Enhancement Fund - Rice Farmers Financial Assistance (RCEF-RFFA) Program.


RA 11203 provides that one of the potential applications for rice import taxes exceeding the PHP 10 billion set aside each year for the Rice Competitiveness Enhancement Fund is the financial assistance to palay growers (RCEF), thus the giving of cash aid.


As prescribed by the program, each recipient receives P5,000. Tinglayan’s share was P3,495,000.

Selection of beneficiaries


The Municipal Agriculturist Office clarified they are not in charge of selecting beneficiaries.


They are only the ones assisting farmers who want to register in the Registry System for Basic Sector in Agriculture.

As recalled, DA-Cordillera said that those selected are farmers who are registered in the Registry System for Basic Sector in Agriculture (RSBSA) as of March 31, 2022 and own or are tilling farms about two hectares and below.

However, farmers are given different levels of priority, and this will be based on how many times they receive cash support from the government.


Statement of Mayor Gumilab


In a statement, Mayor Sacrament Gumilab extended his gratefulness to the department for the continuous support they give to the municipality, especially to farmers.


“Farmers are the backbone of the economy and various calamities have been damaging their crops. With this assistance, we hope that it would ease their burden particularly in buying the necessary farm inputs needed for them to recover on their losses,” he said.
