Abra starts use of S-PaSS travel management system next month

Abra, Philippines – Individuals who have plans on entering and going out of Abra Province starting tomorrow, April 1, 2021 are required to utilize the Safe, Swift and Smart Passage (S-paSS) through the order of Provincial Governor Joy Bernos penned in the Executive Order No. MR-02, s2021.


With said order, travellers are encouraged by the provincial government to create an S-paSS account for them to obtain a Travel Coordination Permit (TCP) and Travel Pass-through Permit (TPP).


Requirements for Travel Coordination permit


To avail of TCP, the provincial government said one valid government issued-ID , negative Reverse transcription polymerase chain reaction (RT-PCR), and acceptance letter from the local government unit they belong to are needed.

Travellers should also register to the travel management system developed by the Department of Science and Technology 24 hours before travel.


When successfully registered to the system, a quick response (QR) code will be provided. The screenshot or downloaded QR code will serve as a pass in all point of entry for scanning and validation.

“For individuals with pending or cancelled application, they shall not be allowed to enter and exit from the province,” the PLGU said (translated from original language).


Further, inbound individuals are required to undergo triage while outbound travellers exhibiting symptoms of the Covid-19 shall immediately be sent to isolation units.



Non-APOR coming from locked down areas


“For Non-APOR coming from the National Capital Region, Bulacan, Rizal, Laguna, Cavite, Baguio, Benguet and other provinces who are under moderate and high-risk classification, they are required to be confined in isolation units,” the PLGU stated (translated from original language).


With the S-PaSS system, the PLGU said the issuance of the Special Travel Pass shall no longer continue.

Provincial Government of Abra said Local Government Units shall assist individuals in processing their S-PaSS if necessary.


The S-PaSS was developed by the Department of Science and Technology (DOST), an innovative travel management system designed for local travellers who are returning to or visiting different localities in time for the holidays, for vacation or for business.


DOST said the S-PaSS will facilitate a safe, swift, and smart coordination of travels to the destination LGUs. Travellers can check the travel restrictions of their destination through https://s-pass.ph.


Abra province together with other provinces in the region was placed under General Community quarantine classification for the whole month of April.
