Aguinaldo and Balbalan mayors lauded for commitment in community health improvement

Baguio City, Philippines – Town mayors of Aguinaldo, Ifugao and Balbalan, Kalinga were recognized by the regional health department in Cordillera for their commitment to improving the health of those within their respective jurisdictions.


Mayor Gaspar Chilagan of Aguinaldo and Mayor Almar Malannag of Balbalan showed their dedication by leading their health teams in attending the first module of Bayang Malusog: Municipal Leadership Development Program (MLDP) for universal Health Care acceleration.

Held on August 29 and 30, 2023 in Baguio City, the program is a course consisting of two modules of face-to-face training, practicum activities, technical sessions and coaching with experts, and colloquium culmination activities stretched over a 12-month period, according to the MLDP proponent Department of Health – Cordillera.


Under the first module, participants engage in ‘experiences and personal “whys” to gain ownership of their health vision and mission, which will enable them to lead collaborative action by convening and working with stakeholders to bring about positive health changes in their own areas, a process known as bridging leadership.’


Module 2 will be conducted early next year.


In his talk during the program, Regional Health Director Rio Magpantay commended the mayors who took time for the event despite their hectic schedules.

Magpantay further underscored health concerns need urgent attention such as the rise of mental health-related suicides involving the youth, the alarming transmission of the human immunodeficiency virus (HIV), and the looming threat of tuberculosis.


Said program was offered by DOH-CAR through its Local Health Systems Section (LHSS), in collaboration with the Zuellig Family Foundation (ZFF) and the Cordillera Career Development College (CCDC).


Aside from the health teams from Aguinaldo and Balbalan, those from Asipulo and Hingyon in Ifugao were likewise present, as well as those from Atok in Benguet and Bontoc, Mt. Province.


Each team is composed of a Sangguniang Bayan (SB) Member on Health, a Municipal Health Officer (MHO), and a representative from their finance committee, as guided by the assigned Development Management Officer (DMO).
