Aguinaldo, Ifugao guarantees fair treatment, equal employment opportunities to former PDLs

Aguinaldo, Ifugao – The municipal government of Aguinaldo, Ifugao led by Mayor Gaspar Chilagan Jr. approved last Monday, Jan. 23, Resolution No. 2023-05, giving former Persons Deprived of Liberty (PDLs) fair treatment and equal opportunities for employment and livelihood available in the province.


The stigma of having been convicted causes discrimination among former PDLs, not only in employment but in other programs and opportunities. This often prompts some to recidivate. To prevent such, the members of the august body pushed for the approval of the resolution.

The local council said the measure is in accordance with Article 13, Section 3 of the 1987 Constitution which provides that the State shall afford full protection to labor, local or overseas, organized and unorganized, promote full employment and equality of employment opportunities for all.


Further, the Sangguniang Bayan believe community pillar plays a crucial role in the re-integration of former detainees into mainstream society by equally assimilating them into employment and other life-sustaining activities.


“This august body gives equal concern or attention to qualified former Persons Deprived of Liberty (PDL) to regain their self-worth and become law-abiding citizens in the community,” reads the resolution.


In a related report, PIA-Ifugao stated the adoption of the resolution is the product of the harmonious working relationship between the Local Government Unit of Aguinaldo and the Alfonso Lista District Jail (ALDJ) in District 2 of the province.
