All Municipalities in Kalinga rated having functional peace and order council


Kalinga, Philippines – All the Local Peace and Order Councils (LPOCs) in Kalinga province have been rated functional by the Department of Interior and Local Government (DILG) for 2019 and 2021, these include the municipalities of Pasil, Tinglayan, and Tanudan as well as Lubuagan, Balbalan, Rizal, Pinukpuk, and Tabuk City.


Functional, as stated by Kalinga provincial DILG, means the LPOCs were able to perform efficiently their duties in ensuring peace and public safety in their respective areas of responsibility.

In the 2019 performance audit, the LPOCs were evaluated based on their report (40%); policies, plans and budget (25%); meetings (20%); organization (10%); and innovation (5%).


With the COVID-19 pandemic, the criteria for 2021 audit were adjusted as follows, reports (25%), policies, plans and budget (20%); meetings (20%); general supervision (20%); and organization (10%). Innovation was provided and bonus points (2 points).


It can be remembered that performance audit for year 2020 was not conducted due to the suspension or cancellation of projects, programs, and activities of POCs and the relocation of their funds for COVID-19 response.

The functionality rate of the LPOCs were released following the issuance of the result of performance audit.


Aside from the functionality rating, the audit was conducted to determine the best practices done and initiated by the LPOCs and LPOC Secretariats, determine possible interventions and improvement strategies for LPOCs and LPOC Secretariats; and create a platform for evaluation, assessment and sharing of best practices between and among LPOCs and LPOC Secretariats.
