Apayao Gov. Bulut Jr. receives Gawad Parangal Award for anti-insurgency initiatives

Apayao, Philippines – The Province of Apayao is one of the places in the country that introduced remarkable initiatives against insurgency.


This is through the leadership of Apayao Governor Elias Bulut Jr.


Among Bulut administration’s initiatives to fight insurgency include the issuance of Executive Order No. 022, Series of 2022 which gives a P1,000,000 cash incentive for the death and arrest of a member of the Communist Terrorist Group (CTG) in a legitimate military operation. The EO likewise awards P500,000 to rebel returnees.

Just last month, the Provincial Local Government granted P1,000,000 to an informant that led to the death of a CTG in Apayao and P500,000 to 6 rebel returnees.


Other programs of the Apayao PLGU in the fight against insurgency include army recruitment, scholarship, and livelihood.


On December 4, these efforts of Bulut were recognized by the national government through a ‘Gawad Parangal Award’ conferred to him by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) at Camp Aguinaldo, Quezon City.


The Gawad Parangal Award is being given to leaders and local government units in recognition of their outstanding performance and contributions to the promotion of long-lasting peace, unity, and sustainable development in conflict-affected areas in the localities.


Bulut personally received his plaque from President Ferdinand Marcos Jr. who was represented by Special Assistant Sec. Antonio Lagdameo, National Security Adviser Eduardo Año, and NTF-ELCAC National Secretariat Executive Director Ernesto Torres.
