Apayao, Ifugao, Kalinga among 9 provinces to benefit from $39.3M climate-resilient agri project


Tabuk City, Kalinga - Climate-vulnerable rural smallholder farmers in Apayao, Ifugao, and Kalinga will be more resilient against climate change as they were among the nine provinces to benefit from the US$39.3 million project.


Other chosen province recipients in the country aside from the three were Cagayan, Isabela, Camarines Norte, Camarines Sur, Bukidnon, and North Cotabato. This is based on assessments showing these are climate-vulnerable areas.

The project is part of “Adapting Philippine Agriculture to Climate Change (APA)” which gained approval for a USD 26.3 million grant from the Green Climate Fund (GCF) during its 35th Meeting in Songdo, South Korea held in March 2023.


The national government will shoulder $12.98 million to co-finance the project, putting the total project value at USD39.3 million.


This is the first GCF - funded project to be implemented by lead entities - Department of Agriculture (DA) and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), in collaboration with the Food and Agriculture Organization of the United Nations (FAO).

The project aims to develop climate-resilient agriculture (CRA) services and information through the use of low-emission technologies which will directly benefit at least 1.25 million poor farming households.


Additionally, over 5 million people living in the areas will indirectly benefit from enhanced information systems and strengthened institutional capacity that will create an enabling environment to promote the widespread adoption of CRA, the Adaptation and Mitigation Initiative in Agriculture said.


“The project will improve institutional capacities by the provision of localized climate information services and through the adoption of climate-resilient agriculture practices, particularly enterprises led by women and indigenous peoples,” GCF further said on its website.


The planned interventions are expected to reduce 1.86 metric tons of carbon dioxide equivalent (MtCO2e) over 20 years as a result of the application of CRA practices and better land use.
