Apayao is now a second-class Province in income classification


Luna, Apayao – Apayao is now classified as 2nd class province based on the new income reclassification, the Department of Finance (DOF) announced recently.


The upgrade from its former status as 3rd class was due to its income ranges and its average annual regular income for three fiscal years. According to RA 11964, a second-Class province has an average annual income of P900 million or more, but less than P1.5 billion.


With this new achievement, Apayao shall have two (2) additional slots for the Sangguniang Panlalawigan for the May 2025 National and Local Elections (NLEs) – one each for the two districts.


Further, the province shall be entitled with greater financial grants and other forms of assistance, total annual supplemental appropriation for services, compensation adjustment for LGU personnel, and among other advantages making the province more capable of meeting its constituents’ needs.


Said development is attributed to the leadership and governance of Governor Elias C. Bulut Jr. along with Congresswoman Eleanor Bulut-Begtang, and the unified efforts of the MLGUs, as evidenced by the significant advancement of the province in terms of economic growth, infrastructure projects, road networks, government effectiveness, disaster resilience, innovation, support to education and research, and among other areas of development and services.


In his previous speeches, Governor Bulut urged government officials, members of business sectors, private institutions and organizations, key partners and other stakeholders to continue helping the province and contribute for economic stability.
