Tabuk City, Kalinga – Police Colonel Francisco Bulwayan Jr., from Tanudan, Kalinga, is the new city director of Baguio City succeeding Police Colonel Glenn D. Lonogan who has been designated as the new Chief of Cordillera Regional Personnel and Records Management Division (RPRMD).

The new top cop of Baguio City is a proud member of the Philippine National Police Academy “TANGLAW-LAHI” class of 1999. He also served as director of the Tabuk City Police Station in 2019 and since then served the region in various capacities.

Bulwayan Jr. was the former Chief of the RPRM Division. He has assumed the post through a ceremonial turn-over of command held at the BCPO Multi-Purpose Hall, Baguio City on October 5, 2022.

The ceremony was graced by the Police Regional Office-Cordillera Deputy Regional Director for Administration, PBGEN John C. Chua, and Baguio City Mayor Hon. Benjamin Magalong.

PBGEN Chua, in a message, expressed hope that the new police director will continue transforming the city into a more peaceful and progressive one.

“The PNP leadership is confident enough that you will continue transforming Baguio CPO further into a more peaceful, progressive, and smart city,” PBGEN Chua told Bulwayan.

As for the city mayor, he challenged Bulwayan to act in the best interests of the city and its people while assuring Bulwayan the support of the city government under his leadership.

Meantime, Bulwayan, in his speech, urged his fellow police officers ‘to work together to ensure that Baguio city is the safest place to reside, visit, work and do business.’

“I hereby swear that this designation, whether long or short, shall be dedicated to serve and protect the people of Baguio,” he concluded.
