Balbalan LGU awarded Gawad KALASAG for excellence in disaster preparedness

Balbalan, Kalinga – Mayor Almar Malannag led the municipal government of Balbalan in receiving the 2023 Gawad KALASAG Seal of Excellence during the regional awarding ceremony hosted by Kalinga on Monday, December 18.

Under leadership of Malannag, the local government unit has remained resolute in its commitment to advancing disaster risk reduction and management programs aimed at safeguarding its populace.

Gawad KALASAG (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) is an annual award conferred by the Office of Civil Defense to its stakeholders, including LGUs, acknowledging their efforts in advocating and executing disaster risk reduction management, climate change adaptation, and humanitarian aid initiatives. Such programs aim to safeguard at-risk communities from severe disaster-related threats and empower them to address their susceptibilities effectively.

The National Disaster Risk Reduction and Management Council (NDRRMC) has recognized Balbalan, through its Municipal DRRM Office, as fully compliant. The same citation was given to the LGU last year.

Garnering a rating of 2.35, Balbalan has been found generally adherent to the standards for the establishment and functionality of the LDRRMCOs as prescribed by the Philippine DRRM Act of 2010 or the Republic Act No. 10121.

LDRRMCO’s indicators include structure (25%), competency (35%), management systems (15%), enabling policies (5%), knowledge management advocacy (10%), and partnership and participation (10%).

Mayor Malannag conveyed appreciation for the acknowledgment and highlighted the significance of disaster preparedness in fostering community cohesion and development.
