Balbalan sees hope in Kalinga PTF-ELCAC’s peace effort


Balbalan, Kalinga – The unified approach in attaining inclusive and sustainable peace and development may eventually lead to transformative change in communities.


In Kalinga province, the local government through the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) headed by Governor James Edduba, in convergence with different national line agencies, has been going down to the grassroots to address the needs of the people.

In January 2023, Kalinga ELCAC task force brought basic services and revisited the Barangay Development Plan (BDP) of Balantoy, Balbalan. Construction and improvement of roads, bridges, communal irrigation systems, among other projects were raised and were endorsed for possible funding.


On May 10, the task force headed to Ab-abaan, another target barangay of the Retooled Community Support Program (RCSP). The community proposed their priority projects such as construction of pathways and irrigation canals and road improvement which were duly noted by the concerned agencies.


Just on Wednesday, Sept. 06, the provincial government and various agencies brought the same program to the people of Dao-angan, Balbalan where over 700 individuals benefited from the medical mission, free circumcision, dental service, haircut, veterinary services, among others that were conducted as part of the RCSP: Serbisyo Caravan.

Alongside the caravan was the consultation with the community to know the deliverables by the government and agencies.


Governor Edduba, in his message, solicited the support of the people in addressing the insurgency as the government is doing its part in providing interventions to provide their needs.


On his part, Mayor Malannag thanked the PTF-ELCAC for bringing sustainable solutions and basic services to community as he joined Edduba in encouraging his constituents to work hand in hand with the government for the realization of more programs and projects.


Among the participating agencies in said event were Kalinga Provincial Police Office, Office of the Provincial Agriculture, AFP, PNP, DOH, BFP, DOLE, TESDA, OPAG, DPWH, PENRO, SWAD, among others.
