Balbalan, Kalinga – To enhance their legislative skills, the Sanguniang Kabataan (SK) officials from the fourteen barangays of Balbalan, Kalinga participated in the training on crafting ordinances and resolutions on Tuesday, December 17, 2024, at the Golden Berries Hotel and Convention Center in San Juan, Tabuk City.
With more than 30 participants, the training initiated by Balbalan LGU headed by Mayor Almar Malannag dealt with the critical process of crafting ordinances and resolutions that properly address various issues and concerns within the respective communities of the SK officials.
Kalinga Board Member Atty. Danzel Langkit served as the lecturer. He shared his expertise regarding crafting legislative actions that may propel positive change not only for Balbalan but for the province in general.
During the lecture, Langkit covered extensively the structure, content, and legal framework of ordinances and resolutions. He also presented a wealth of experience in public service as a basis for practical applicability to legislative measures.
He explained that the officials should know the need for properly written and effective ordinances and resolutions that show the concerns of their constituents, especially the youth.
Langkit also presented examples of successful ordinances and resolutions that he crafted, passed, and approved to show how young leaders can create positive change through well-thought-out legislative actions.
More than that, the board member shared the difficulties that the SK officials may have when creating such documents, including legal compliance and adequate response to community concerns.
Meanwhile, Balbalan SK Federation President John Vianney S. Dugoy expressed his gratitude for the 'insightful' training. Dugoy, one of the attendees, emphasized how important the training was to him and to his fellow officials.
According to Dugoy, knowing how to create resolutions is very important to them as these resolutions become a means to expressing their opinions, ideas, or proposals in addressing a problem on their locality.
"Napaka-importante daytoy nga training para kadakami, we are so thankful. As SK officials, we need to have a solid understanding of how to make our voices heard, so it's good that we have learned nu kasanu agaramid ti resolutions and what a resolution really is. Agyaman kami ken Atty. Langkit for sharing his expertise," Dugoy added in an interview with Guru Press Cordillera.
After the lecture, the SK officials engaged themselves in interactive exercises and worked in groups drafting sample ordinances and resolutions. These hands-on exercises were an application of the lessons that they learned from Atty. Langkit.
Initiated by the local government unit of Balbalan, the training was not only an enhancement of legislative knowledge for the SK officials but also a reinforcement of the sense of responsibility of these leaders who can make a real difference in their communities.
