Pasil, Kalinga – The long-term hardship and risk of travelling the rugged terrain along Balinciagao Sur-Magsilay-Malucsad road in Pasil, Kalinga province would soon be over with the implementation of the road improvement.
The improvement of Balinciagao Sur-Magsilay-Malucsad Farm-to-Market Road is a sub-project under the Philippine Rural Development Program of the Department Agriculture, says the Provincial Information Office.
The project with a 7.59-kilometer road stretch and 10-meter width would provide safer and faster access to services among the affected community, including those transacting business with the municipal local government unit.
With a breakdown of P25 million per kilometer, the project includes slope protection and canal lining.
Of the proposed budget, 80 percent will be from the World Bank-funded PRDP, with 10 percent counterpart of the national government through DA, while the remaining 10 percent will be shouldered by Pasil local government headed by Mayor Alfredo “Chao-ig” Malannag Jr.
The former municipal mayor of Pasil and now Governor James Edduba lauded the provincial departments, including the agencies for their effort and hard work that paved the way for the project. Expressing his support during the community consultation held March 28 at the Municipal Gym in Amdalao, Guina-ang, Edduba solicited the same support from the municipal government and barangay heads.
For his part, Mayor Malannag Jr. thanked all the personnel of the offices who have contributed to the project’s realization. The road has been adding to the expenses of the local government, especially in times of disasters and calamities. With its improvement, the LGU would be able to focus on other projects of the same importance.
Association of Barangay Chairpersons (ABC) President Luis Viernes, and Punong Barangays Pio Saga-Oc of Malucsad and Romeo Banson of Balinciagao Sur, along with other barangay officials attended the consultation to likewise voice their support for the projects.
Also present at the said event were Vice Mayor Venancio O. Magangat and key members of the technical working group -Flordeliza G. Moldero of the Office of the Provincial Planning and Development Officer, Richard A. Dalliyong of the Office of the Provincial Budget Officer, Engineer Jeffrey L. Uyam of the Office of the Provincial Assessor, and representatives from NCIP, PGENRO, DPWH and Office of the Provincial Agriculturist.
