Barangays Colayo and Balatoc in Pasil under Granular Lockdown

Pasil, Kalinga - With the increasing COVID-19 positive cases in barangays Colayo and Balatoc in Pasil, the Municipal Inter-agency Task Force (MIATF) led by Mayor Alfredo Malannag Jr. agreed to place both barangays under surgical lockdown effective today, September 6, 2021, until further notice.


The decision was made “anticipating the possibility of barangay residents for being exposed or infected with the virus.”


As of writing, there are 9 active COVID-19 cases in Balatoc, 6 in Colayo, 2 in Dangtalan, and 1 each in Balinciagao Sur, Pugong, and Malucsad.

Restrictions under Granular Lockdown


For its imposition, Mayor Malannag issued Executive Order (EO) No. 028 mandating residents of barangays Colayo and Balatoc to strictly follow health protocols as stated in the omnibus Guidelines of IATF under General Community Quarantine.


Aside from minimum public health standards, strict home quarantine shall be observed limiting the movement of all residents to accessing essential goods and services.


Any person below 21 years old, 60 years old and above, pregnant women, and those with comorbidities, are required to remain in their residence at all times.


The order likewise prohibits mass gatherings, such as but not limited to sporting events and other entertainment activities, community assemblies, religious gatherings, and non-essential work gatherings.


Government and private offices are advised to device alternative work arrangements.


Penalties


Section 3 of the EO states that ‘all persons found violating the provisions of the order shall be subjected to administrative sanctions without prejudice to the prosecution of criminal actions if probable cause exists.’


Delivery and Provision of Basic Goods and Services


Pasil LGU and barangay officials of Balatoc and Colayo shall jointly assist in the delivery and provision of basic goods and services such as food assistance, disinfecting, contact tracing, and the like to residents.


Moreover, residents of affected barangays are enjoined to actively cooperate and submit themselves for contact tracing especially if they are close contacts to confirmed cases.
