Cagayan lifts transport ban on live swine, frozen, processed pork products

Cagayan, Philippines – With the threat of swine related diseases put under control, Cagayan Governor Manuel N. Mamba lifted the ban on transport of live hogs, frozen, and processed pork products effective July 08, 2022.


The long time ban started in 2020 when Mamba halted the entry of hogs and its by-products from outside the province due to the effects of African Swine Fever (ASF).


Hog farmers affected by ASF in Cagayan reached 1,411 in 2021, while a total of 5,535 hogs were culled due to the highly contagious viral disease.

Requirements under the Executive Order lifting the ban


Executive Order No. 09 series of 2022 was ordered, allowing the transport of the hogs and by-products outside Cagayan provided that all necessary documents required by the Department of Agriculture through its Bureau of Animal Industry are complete and present.


Said documents, as reported by Cagayan Provincial Information Office, are subjected to the inspection of the Provincial Veterinary Office.

Those transporting live hogs and live hogs for breeding purposes must secure Animal Welfare Registration Certificate, Veterinary Health Certificate, Transport Carrier Registration, Handler License, ASF negative laboratory test results and Shipping Permit from BAI if going outside the region.


For fresh, frozen pork products, uncooked or cooked processed pork products, documents such as Business Permit, Licence to Operate, Certificate of Product Registration from Food and Drug Administration, Meat Inspection Certificate (MIC), Certificate of Meat Inspection (COMI), Sanitary and Phyto Sanitary (SPS) import clearance from BAI, Meat Transport Vehicle Accreditation shall be inspected.


Non-compliance of the requirements shall not be allowed movement, states the order.
