Tuguegarao, Cagayan – With over 200, 000 Cagayanos affected, and several properties damaged by the massive flooding brought by the 4 typhoons that visited Cagayan, the province was declared on Monday, October 24 under ‘state of calamity’.

The Provincial Disaster Risk Reduction and Management Council (PDRRMO) has recommended the declaration with the legislative body approving the proposal.

The Provincial Information Office said the approval by the legislative body was made to help affected Cagayanos recover from the effect of the typhoons.

In a data by the Provincial Disaster Risk Reduction and Management, it said 66,510 families or 232,982 individuals in the province were affected by the typhoons which include Maymay, Neneng, Obet, and even the shear line which struck some areas in Northern Luzon last week.

Aside from the affected individuals, a total of P565,803,322 damages in Agriculture was also noted while infrastructural damages amount to P78,399,000. Livestock damages, in addition, were said to be P4,018,118.

The Provincial Social Welfare and Development Office (PSWDO) meantime is conducting relief operations for the affected individuals.

Cash aid for affected farmers

As to the 16,011 farmers and fisher folks affected, the Provincial Agricultural Office said they will be distributing cash aid to help them restart their livelihood.

Melvin Mangaoil of the said office told a minimum of P1,000 cash aid could be received by them.

Mangaoil explained that the cash aid was chosen as this would give the beneficiaries the freedom to choose where they should spend the money given.

Governor Manuel Mamba earlier said that giving cash aid to affected citizens would be more meaningful than providing free fertilizer or seed because it would take a long time as this kind of aid will be subject to the government procurement system.
