Celebrating success and achievements: Santa Marcela after almost nine years

After almost 9 years, the Municipality of Santa Marcela, led by Mayor Evelyn B. Martinez, has seen progress and development.


This is evident in the many projects and positive changes that have transformed the face and the people of the town, and the multiple awards and recognitions that made the municipality known in the region.


This year the Christmas Season in town is more joyful and meaningful as the LGU looks back to years of successes. Here are some of the known awards the Santa Marcela LGU amassed over the years.


In 2015, the town received a Special Award (Category 3 Medal of Excellence as Forwarding Local Autonomy) from the RDC during 28th Cordillera Day Celebration.


In 2019, DILG-CAR and Dep-Ed Apayao conferred the Seal of Child-Friendly Local Governance and a plaque of recognition for its support to all programs and projects of the Dep-Ed, respectively.


In 2021, the LGU was given two plaques and a certificate of recognition. These comprised a plaque of recognition from the Municipal Inter Agency Task Force during the COVID19, a plaque from DENR for its substantial support in the protection and conservation of the Region’s official entry to the RIVERS for Life award, and a Certificate of recognition for being the First Municipality to Register Its Temporary and Monitoring Facility from the Provincial Government of Apayao.


In 2022, a plaque of recognition from DOH-CAR was received by the LGU for its relentless efforts to protect its residents during COVID-19, achieving 88.63% rate of vaccination from the total target.


In 2023, the Barangay Health Workers Federation of Santa Marcela won First place as the best federation of BHWs. In the same year, the town received several awards from DILG-CAR; including 2023 Passer of Good Financial Housekeeping (GFH), 2023 Subaybayani Special Award, 2023 Subaybayni Top Overall Performer Award, the Seal of Child-Friendly Local Governance, and a certificate of recognition for being a Finalist in the Subaybayani Portal through its local projects. The municipality also received recognitions from DSWD CAR for its impeccable support to 4Ps program and PWDs welfare across various communities.  Santa Marcela was further recognized by the Provincial Government as the 2nd runner up during the Annual Search for the Most Environment-Friendly Municipality, and 2nd runner up in Canvass Painting during Apayao Say-am 2023 founding anniversary. Plaques of appreciations were also given by OWWA- CAR, University of Cagayan Valley (UCV), and 140th Community Defense Center, 14th Regional Community Defense Group, Reserve Command, Philippine Army for its invaluable support to their services.


This 2024, numerous achievements and awards were achieved by the town. These include the Gawad KALASAG Seal of Excellence ‘FULLY Compliant’ in Disaster risk reduction management, Regional Subaybayani Awardee, High functionality performances in Anti-Drug Abuse Council (ADAC), Local Council for the Protection of Children (LCPC), Local Project Monitoring Committee (LPMC), and Peace and Order Council, Local Committees on Anti-Trafficking and Violence Against Women and their Children – all conferred by DILG-CAR.


Santa Marcela was also a recipient of other awards such as Excellence award in Rice Competitiveness Enhancement Fund (RCEF) from Philrice, recognition from DSWD for its outstanding contribution to National Congress on Adaptation and Alternative childcare, and recognition from PLLENRO for its dedicated service to Solid Waste management.


The municipality has been an exemplar in terms of its initiatives and support to health services as awarded by the Provincial government. These include the Trailblazer award for child and adolescent health, Best Performing Municipal Epidemiology and Surveillance Unit, and a recognition for its support to the realization of Universal Health Care. DOH-CAR has also recognized the municipality for its performance in the Voluntary Blood Services Program, and its continuous decrease in the prevalence of stunting among 0-59 months old children.


Recently, Santa Marcela won first runners-up during Apayao 29th Founding Anniversary sports tournament, IP month’s grand showdown, Festival of festivals celebration, and a consolation prize during the Rescuelympics.


These remarkable achievements are attributed to the concurrent leadership and governance of Mayor Evelyn B. Martinez, along with the concerted efforts and shared commitment of the LGU’s officialdom serving as an inspiration for its local leaders in delivering better and improved public service, towards a more progressive and resilient municipality.
