CIDG files case against barangay captain in Kalinga for preventing arrest of marijuana cultivators

Tinglayan, Kalinga – Administrative and criminal cases were filed by the Criminal Investigation and Detection Group against the incumbent barangay captain of Buscalan, Tinglayan for preventing the arrest of five marijuana cultivators.


The CIDG, in a press release, said the administrative case for Grave Misconduct and the criminal case for violation of Presidential Decree No. 1829 or Obstruction of Justice were filed against Punong Barangay Leon Lammawen Baydon.

The Grave Misconduct was filed before the Office of The Deputy Ombudsman for Luzon on May 20, 2022 while the Obstruction of Justice was filed at the Provincial Prosecutors Office, Justice Hall Bulanao, Tabuk City on May 23, 2022.


CIDG reported that during the operation of Philippine National Police - Regional Mobile Force Battalion 1502nd Maneuver Company members on April 25, they arrested five individuals for violating RA 9165 or Comprehensive Dangerous Drugs Act of 2002, RA 10591 or Comprehensive Firearms and Ammunition Regulation Act, and COMELEC Gun Ban while cultivating Marijuana along the mountainous area of Buscalan.

While the personnel were on their way towards the police station, they were blocked by Baydon and 150 locals armed with bolos. They forcibly took the five arrested individuals and, to prevent bloodshed, the personnel released the suspects.


“The filing of these cases against Baydon is proof that the CIDG does not choose whom the law should be enforced. Whatever their status, position, or affinity to whomever, the CIDG will make them accountable for their crimes,” states the investigation and detection group.
