Tabuk City, Kalinga – ‘Flying voters’ or voters who register as new voters despite being a registered voter in another place, thus casting more than one vote can be easily detected and such individuals can be sued for double registration, Provincial Election Supervisor, Atty. Dexter Barry Cawis warned.

Said warning was aired during a radio program of the Office of Governor Ferdinand Tubban on Tuesday, September 28, 2021.

Cawis explained that double registration will be automatically deleted through the Automated Fingerprint Identification Scan (AFIS) of the Commission on Election (COMELEC).

AFIS is where the photos, signatures, and fingerprints are uploaded. If the system detects another set of fingerprints, the applicant will be removed.

“Baka ti kunada ket han mi makitkita dagiay madob-doble ti botos na. Every ERB (Election Registration Board) mi, adda diay kunkuna mi nga automated fingerprint scanning machine ngay, makita dayta nu nadoble diay registration da sunga usually, dayta, madel-delete ladta diay maysa su uray ipad-padas dagita nga agregister ti mamintallo, mamin-uppat, maymaysa laeng ti ma-retain dita, baka makasuan da pay ti double registration,” Cawis stated.

Double or multiple registrants, he added, can also be seen by the municipal electoral board and even national.

‘Dead’ voters

The provincial election supervisor likewise clarified the case of those who are already dead, but their name still appears as voters.

He said that the board does not just delete voter’s file unless they receive ‘report from Local Civil Registrar (LCR),’ death certificate or notice from the family stating that the registered voter is dead.

“Nu awan ti kasdiay siyempre han mi ammu nga natay dan, siyempre han kami maka-delete. Masapul adda ti papel met nga umay idiay opisina informing the office a dagituy ket natayen tapnu ag-delete kami,” Cawis explained.

The election supervisor confirmed that it is possible for other people to vote for those who are already dead.

“Isu ti usar kuma dagiay watchers dagita. Siyempre, diay official ballot ken diay pagi-compare-an da idiay ayan ti voters lists nga eggem da, makita da met ti nagan idiay ken diay tao nga agbotos ah ngem there is a possibility a maaramid dayta,” Cawis said.
