COMELEC Tabuk reminds gov’t workers not to engage in electioneering this BSKE 2023

Tabuk City, Kalinga As the 2023 Barangay and Sanguniang Kabataan Election campaign period draws near, the Commission on Elections - Tabuk City reminded government employees not to engage in electioneering and partisan political activity.


Under COMELEC and Civil Service Commission (CSC) Joint Circular No. 001, series of 2016 dated March 19, 2016, electioneering and partisan political activity refers to any act “designed to promote the election or defeat of a particular candidate/s or party/ies to public office.”

In an interview with Station One Radio, Comelec Tabuk City Election Officer, Atty. Reyman Solbita, cautioned government workers to not involve themselves in campaigning for any candidate, more so in utilizing social media to promote them.


“Dagiti government employee nga agkampanya karkaru dita Facebook ket public dayta… electioneering (latta) dayta,” he underscored.


Such acts are prohibited under the 1987 Constitution and other laws and statutes, with the goal of keeping government workers focused on their responsibilities and functions and shielding them from politics.


Among prohibited acts by government employees during elections also include:


· forming organizations, associations, clubs, committees, or other groups of persons for the purpose of soliciting votes and/or undertaking any campaign for or against a candidate/party;

·holding political caucuses, conferences, meetings, rallies, parades, or other similar assemblies for the purpose of soliciting votes and/or undertaking any campaign for or against a candidate/party;

·making speeches, announcements, or commentaries, or holding interviews for or against the election of any candidate/party for public office;

·publishing, displaying, or distributing campaign literature or materials designed to support or oppose the election of any candidate/party; or

·directly or indirectly soliciting votes, pledges, or support for or against a candidate/party.

Meantime, Comelec-Tabuk disclosed a total of 1,488 aspiring candidates have filed their certificate of candidacies for different positions in various barangays in the city.


Of said aspirants, 115 vie for Punong Barangay seats, 789 as Sangguniang Bayan Members, 119 for SK Chairman and 465 for SK Kagawad.


Campaign period for BSKE 2023, as scheduled, shall be from October 19-28, 2023.
