Cong. Mangaoang asks President Duterte to certify Autonomy Bill as urgent to expedite its passage

Tabuk City, Kalinga―Congressman Allen Jesse Mangaoang affirmed that the autonomy bill for the Cordillera to have its long-sought dream of self-governance is urgent and has requested President Rodrigo Duterte to certify its urgency for its faster passage in the House and the Senate.

The certification as urgent from the President will exempt the bill on the requirement of the three-day rule between the second and third reading of the bill.

House Bill (HB) 5687 and HB 7778 authored by all Cordillera representatives and Senate Bill 1232 all seek to establish the Cordillera Autonomous Region in line with the provisions of the 1987 Philippine Constitution.

In a Facebook post, the Congressman shared that he, along with nine other representatives, was invited to Malacañang for a meeting with the President on July 14.

“As we went on, I told the president, since your administration is building legacies after legacies, may I reiterate Mr. President our longing for self- governance,” the Congressman stated.

Mangaoang related the history behind the failure of two previous plebiscites hence, the certification of the President on the bill for Cordillera Regional Autonomy could help expedite the process since it is still pending in the house and senate.

Fortunately, with the assistance of Senator Bong Go, he was able to write a short note for his request on the Cordillera Regional Autonomy certification as an urgent bill that was personally handed by the Senator to the President.

“Our prayer from Cordillera is for you to work the measure as an urgent bill. We pray that with your intercession, the people of the CAR (Cordillera Administrative Region) will finally realize the creation of the Autonomous Region of Cordilleras, before you retire as President,” the note reads.

With this, if the bill is certified by the president as urgent, the second reading and the approval for the third reading can be done on the same day, as well as the requirement of printing/distribution of the bill three days before the passage of the bill.

Added to that, the committee may approve the bill quickly, being a priority if the bill is still in the committee.

Meanwhile, Congressman Mangaoang extended his appreciation on behalf of the province and the Cordillera Region for all the development projects it benefitted from the programs of President Duterte.
