Cong. Mangaoang highlights accomplishments in his past two terms

Tabuk City, Kalinga – The Representative of the Lone District of Kalinga winning his third term with 94,430 votes, the highest votes recorded in the history of the province, presented to the public his accomplishments for the past two terms during his oath taking ceremony on June 28, 2022 at the KDCM Sports Center in Balbalan.


Congressman Allen Jesse Mangaoang acknowledged that he felt challenged when he first worked as the Congressman because he was taking off from where the late Congressman Manuel S. Agyao left, which, he said, stood out in excellence.


However, he set his objectives and pursued the passage of legislative measures, which were then unpassed. He likewise continued fund sourcing for priority programs and projects for the province.


During his tenure as part of the 17th and 18th Congress, Mangaoang authored 20 bills of parochial application and co-authored 42 bills of national application.


Here’s part of the Congressman’s message stating his accomplishments:

Education

“On Education, I wish to report that we brought education nearer to the doorsteps of our constituents with the approval of an additional 7 National High Schools in the province namely, the Biga National High School in Dupligan, Tanudan, the Santor National High School in Rizal, the Ambato-Legleg National High School in Tinglayan, the Bantay National High School and Dupag National High School both in the City of Tabuk, Malagnat National High School in Pinukpuk, and lately, the Eastern Balbalan National High School in Balbalan.


Local Governance

On Local Governance, the Province has now 154 barangays with the approval of our bill creating Lacnog west as a distinct barangay while Barangays Bulanao Norte and Ipil will now enjoy their regular share of their Internal Revenue Allotment as they are now regular barangays by virtue of a bill we passed in the 17th Congress.


Cultural preservation

Our Province being acknowledged to have one of the richest in Customs and traditions is deserving a repository of its cultural heritage. Our Bill for the Establishment of the Kalinga Heritage Center and Museum was signed into law last April.


Manuel S. Agyao Boulevard

In recognition to the great contributions of the Late Cong. Manuel S. Agyao in the development of our province especially on the improvement of our major road arteries, we passed a bill naming the portion of the Mt. Province-Kalinga-Enrile National road which starts from the Antonio Canao Bridge up to the Alyog Bridge in Nambaran as Manuel S. Agyao Boulevard.


The president signed the bill last January.


The rest of our bills are now pending in the senate and we are keeping our fingers crossed that continuity will come as a blessing to us so that these bills will have better chance for their passage.


Fund-sourcing

Our second mandate of sourcing out funds for our province is worth sharing on this occasion because it has equally played a vital role in the development of our province.


When we took the helm from where our predecessor left, I could say that there was still much to be done.


With that challenge, we endeavored on a determined representation to various funding agencies looking for funds for various projects we identified.


With the help of the Department of Public Works and Highways, the National Irrigation Administration, the Department of Agriculture and other National Line Agencies, we were able to source out a total budget of P15,828,765,343 in the 17th and 18th congress.


We could proudly say that each of our 7 municipalities and the City of Tabuk have their fair share of the funds as the accomplishments are vivid to the naked eye.


Tabuk city’s landscape is making rounds of appreciation on Social media because of the sprouting landmarks most notably the wide roads and the mega dike along the Chico River.


State-of-the-art buildings are also noticeable like the NCIP Building, the OR and Delivery room of our Kalinga Provincial Hospital, and the PIA building, all of which are funded by our initiative.


Our Constituents who are always threatened by the flooding of our Major River systems are now assured of their safety and security during calamities as we have also embarked in the funding of Major Flood control projects.

In cooperation with the Commission on Higher Education, TESDA, the Department of Health, the Department of Social Welfare and Development, the Department of Labor and Employment, we initiated the funding of various Social assistance programs like Educational Assistance, Medical Assistance, TUPAD, Technical and Vocational Trainings which amounted to 269,000,000.
