Cong. Mangaoang renews push for creation of Barangay Nambaran East


Tabuk City, Kalinga – Kalinga lawmaker Allen Jesse Mangaoang made a renewed push for the passage of the law, creating Barangay Nambaran East by filing House Bill 2010 in the 19th Congress.


The bill seeks to separate the Sitios of Ileb, New Colayo Village, Kinama, and Nambaran Daya from Barangay Nambaran in Tabuk City and constituting them into a separate independent barangay to be known as Nambaran East.


The new regrouping will enable the people of the four sitios to use their own Internal Revenue Allotment to chart their own course in a way that is beneficial to the whole community.


To recall, the measure he previously sought in the 18th Congress with the same purpose reached the Senate, but 'has not been passed into law due to events prevailing during that period.'

Benefits of the creation of Barangay Nambaran East


In his explanatory note in HB2010 filed to the congress on July 14, 2022, Mangaoang said the four sitios are populated by the Sumadel, Butbut, Bangad and Tulgao tribes of Tinglayan, Kalinga, and Colayo tribe of Pasil, Kalinga.


These, he added, are adjacent to each other and far from the center of the barangay and thus always the least priority in developmental projects and in the delivery of basic services.


“Since time immemorial, the residents of these four sitios believe that they have been overlooked and neglected by both the local and the national government,” the congressman further stated.


With this bill, it is expected that new Barangay Nambaran East will not be encumbered by lack of funds, thereby enabling them to chart their own course for socioeconomic development.

Election of officials


If passed into law, the first set of officials of Barangay Nambaran East shall be appointed by the Provincial Governor and shall hold office until such time that their successors have been duly elected and qualified.


Territorial Boundaries


The territorial boundaries of Barangay Nambaran East shall be “bounded on the East by the Municipality of Rizal; on the South by Barangay Lacnog; on the West by Barangay Nambaran; and on the Northwest by Barangay Dilag.”


The measure is pending with the Committee on Local Government since August 02, 2022.
