Cong. Mangaoang to refile Autonomy bill, asks LGUs to launch signature campaign

Tabuk City, Kalinga – Kalinga Representative Allen Jesse Mangaoang, along with other lawmakers in Cordillera, said he intends to refile the regional autonomy bill in the 19th Congress.


In this connection, the solon asked local government units in the province for support by launching a signature campaign which shall add drive to the move.


Mangaoang, through Reginald Wacas, made the remark during the culmination of the Unity Gong Relay in the province held Tuesday, July 12, 2022.

“Rugyan tayo kuma nga agi-luanch ti signature campaign ta nu ag-resume ti congress, i-submit tayo amin dagita petition wennu position papers tayo tapnu adda ti ilatag ti ko kenni Apo President,” called the congressman to the mayors and barangay leaders.


Mangaoang is hopeful that President Ferdinand “Bongbong” Marcos Jr. and his administration will prioritize the realization of the Cordillera Autonomous Region, especially that Marcos was among the proponent of Bangsamoro Basic Law (BBL) when he was yet a senator.


The passage of the autonomy bill in the region, Mangaoang said, fulfils a constitutional mandate.

Additionally, it is the government’s response to correct unjust and unbalanced governance set-up.


The solon encouraged the public to “walk in unity and solidarity for it is only when we walk that path that we will be able to transcend all barriers in order to build a prosperous and resilient region when we shall continue to coexist in peace and harmony.”


“Today, as a united people, we again rise with a one voice and pursue our quest for regional autonomy… Let us each share the bounded responsibility in establishing a Cordillera Autonomous government that shall uphold our rights, defend our ancestral domain and advance our collective interest within a truly democratic Philippine society,” added Mangaoang.


Cordillera has had two attempts for a plebiscite but the yes vote lost.


On January 30, 1990, during the first referendum, only Ifugao, among other provinces, voted for self-rule, while in the second plebiscite on March 7, 1998, only Apayao.
