Pasil, Kalinga – Towns covered by Upper Kalinga District Engineering Office of Department of Public Works and Highways anticipate quick response in times of calamities with the construction of the district’s building office in Cagaluan, Pasil.
Phase 1 of the said office worth P24,399,872.38 started on April 04, 2022. On Thursday, Jan. 18, the groundbreaking ceremony was held, signaling the official start of the building construction.
In his talk, Mayor Alfredo “Chao-ig” Malannag Jr. underscored the edifice was initiated by the late Congressman Manuel S. Agyao through his filed bill passed into law as Republic Act No. 10369 on Feb. 28, 2013.
With his efforts, the incumbent lawmaker Allen Jesse Mangaoang was able to source out funds. At the same time, the local government thru Malannag donated a one-hectare lot, thus, the realization of the undertaking. Family owners in the village likewise donated pieces of their land for the access road.
Despite the delayed implementation caused by prolonged negotiation, the town leaders are delighted with recent developments.
Through the establishment of the DPWH - UKDEO office, faster and more efficient implementation of various infrastructure projects and maintenance of roads, bridges, and other infrastructure facilities will be delivered to Pasil, Tinglayan, Balbalan, and Lubuagan with the new conducive work environment, according to the municipal mayor.
He believes progress in Pasil will surely be in its highest form with the strategic location of said two-story structure.
Meanwhile, Assistant District Engineer Ricky Dickly, on behalf of Officer-in-Charge District Engr. Teodoro Owek, thanked all those involved in said implementation including the retired District Engr. and now Councilor, Eugene Batalao Sr. who persevered for the edifice during his term.
“Thank you very much ta inmasideg ditoy area of responsibility mi. Dakami ti makiranud ditoy ta nu agyan idiay Tabuk ti office mi, we have to travel 1 hour santu mi madanun daytoy area mi ken nu during typhoon and calamities, nu ma-close ti area ti lower, ur-urayen mi pay lang nga ma-open santu kami aggaraw met nga upper sunga baka baga da nga turtle move ti Upper Kalinga… [Now] we can quickly respond to the needs of our constituents,” stated Dickly.
Phase 2 of the building costs P65 million, he informed.
Mangaoang, on his part, encouraged the DPWH personnel, municipal government officers and employees, and those in the village level to closely collaborate with one another for more progressive development in the locality.
Also joining the groundbreaking event were Vice-Mayor Venancio Magangat; Rev. Father Charleston Cabantac; Administrator Milagros Batalao; IPMR Harry Longgawis; Councilors Eugene Batalao Sr., Nick Bommogas, Peter Andomang; and MLGOO Helen Lacuesta among other DPWH-UKDEO personnel, LGU officers, and uniformed personnel.
