Tabuk City, Kalinga – In his talk during the culmination of the Unity Gong Relay in Kalinga held on Tuesday, July 12, Balbalan Mayor Almar Malannag stressed that the campaign towards Cordillera regional autonomy should start at the grassroots level.

Malannag said many of those in the local communities are not aware of what regional autonomy means, requiring extended time for explanation.

The mayor related the recruitment strategy of the New People’s Army (NPA), going after those in the smallest unit of the government.

“Ti barangay ti inusar da, han da pay nga agpakan ngem apay nga maawis da dagiti kakailyan tayo idiay barangay? Gapu ta inuna da isuda, ipakaawat da kanyada. Umuna ti bassit santu ngumato dayta,” Malannag stated.

Creation of special unit for autonomy campaign

Malannag directed a suggestion to the Regional Development Council for the funding of the creation of a special body who will be in-charge of autonomy campaign in the barangay areas.

“Agbuo da kuma ti special body nga isuda ti mangisangpet ti meaning ti otonomiya idiay kada barangay ditoy Cordillera ta nu dagitoy barangay ket maawatan da, how much more kanyatayo nga adda ditoy ngatu,” he explained.

As the mayor concluded his message, he expressed his full support for the establishment of Cordillera Autonomous Region.
