Cordillera is most proficient region in English for 2023 in Ph

Tabuk City, Kalinga – Cordillera region claimed the first spot as the most English-proficient region in the country based on the latest 2023 Education First (EF) English Proficiency Index (EPI).


The region scored 616, 10 points higher than the Davao region, which holds second place, while Eastern Visayas scored 569, making it to the third spot.

Baguio City, in the meantime, demonstrated its linguistic prowess in the test, grabbing the top position among cities in the Philippines in terms of the usage of the so-called global language.


Trailing behind is Dumaguete City, which has a score of 616, followed by Davao City (609), and Dasmariñas City and San Jose del Monte City, which both scored 606.


The test held online included reading, speaking, and listening skills which were categorized as language abilities with six levels using the Common European Framework of Reference.


In the country, individuals aged 26 to 30 years old exhibit the highest level of English mastery, followed by those aged 31–40.

Meanwhile, in the global ranking, the Philippines, which scored 578, is among the 19 countries included in the ‘high proficiency’ remark.


What is EF EPI?


EF EPI is the largest international survey of adult English skills. This year, it evaluated the proficiency of 2.2 million non-native English speakers in 113 countries and regions globally, 55 percent were males while 45 percent were females.


The Netherlands holds the highest spot worldwide, while Singapore holds the top spot in countries located in Asia.
