Cordillera RDC Chair Bulut Jr. confident on realization of development plans 2023-2028


Baguio City, Philippines – Speaking before the Cordillera leaders, Regional Development Council Chairperson and Apayao Governor, Elias Bulut Jr. expressed confidence that the recently launched development plan for 2023 to 2028 will be “fully implemented and goals will be realized.”


This, he stated, is with the support and collective effort of all stakeholders, with the leadership of sectoral committee chairpersons.

The Regional Development Plan 2023 – 2028, approved thru the council’s Resolution No. 3, series of 2023, was formally launched and unveiled on Thursday, June 15, at the Gen. Pedro Dumol Hall, BENECO Building, South Drive, Baguio City.


In his talk during the event, Bulut paid tribute to forefathers who left heritage and identify that the region is enjoying today.


In addition, he extended his gratitude to all those who contributed to the formulation of the plan which will pave the way “for the region’s sustained recovery from the pandemic and other disasters and to have an accelerated socio-economic transformation for a prosperous, inclusive and resilient Cordillera and most importantly, our prayer for Cordillera Autonomous Region.”


“In one way or the other, I affirm that this is ours. Bagi tayo daytoy apo. This is our development plan… Together, let us seize this opportunity to create a future that is brighter, and more inclusive in bringing endless possibilities. And this will be our legacy, our humble contribution to this generation and the generations to come,” remarked the RDC Chairperson.

Meanwhile, Assistant Secretary for Presidential Assistant for Northern Luzon Ana Carmela Ventura – Remigio said she has faith that the plan will be a critical step in the shared aim of building a more just and equitable society where indigenous communities are allowed to be who they are freely and confidently.


“It is on this note that I challenge you to serve as a wellspring of information and beacon of inspiration to your fellow leaders and our fellow kailyan,” she added.


National Economic Development Authority (NEDA) Secretary Arsenio Balisacan, along with Cordillera lawmakers, governors, mayors, as well as sectoral representatives, likewise took turns in sharing their message in support of the development plan.
