Cordillera Regional Development Plan 2023-2028 launched


Baguio City, Philippines – The Regional Development Council, the primary institution that coordinates and sets the direction of all economic and social development efforts in Cordillera, led on Thursday, June 15, the launching of the region’s development plan for 2023 – 2028.


Lawmakers, heads of provincial and local government units, along with line agencies, private sectors, Civil Society Organizations, higher education institutions, state universities and colleges, and other stakeholders gathered at BENECO Building, South Drive, Baguio City to formally unveil the plans made through their collaborative efforts.

Approved thru the RDC - Cordillera Resolution No. 3, series of 2023, the Regional Development Plan details the region’s development targets and strategies, and is guided by principle of rights-based environmental governance that advocates greater local ownership, control and management.


Development trends, accordingly, indicate the region’s potential to contribute to the Philippine Development Plans for deep economic and social transformation.


Cordillera Regional Development Plan 2023-2028


The Cordillera RDP endeavors to attain the following targets by 2028: sustain economic growth in the region at an average of 5.5 percent to 7.0 percent; maintain the low level of unemployment rate at 4.5 percent through sustained job creation and reinvigoration; and increase the percentage of wage and salaried workers in private establishments to total employment to 41 to 43 percent.


Likewise, the council targets to keep food prices low and stable, keeping food inflation at a maximum of 4 percent, and reduce poverty incidents to 5.6 to 6 percent lower than the national target of 9 percent by 2028.


These targets define the overall outcome of the Cordillera RDP 2023 to 2028 of economic transformation for a prosperous, inclusive, and resilient Cordillera.

Specifically, the council aims that by 2028: learning and education will be improved toward adaptive, inclusive, quality, globally competitive, and future-ready education systems; livable communities will be established; and income earning ability will be increased by expanded employment opportunities, upskilling and support to emerging trends such as digital careers and industries.


Social protection will further be strengthened, food security will be ensured, agriculture and agribusiness will be modernized, industry will be revitalized, services will be reinvigorated, research, development, technology and innovation will be advanced, trade and investments will be promoted, culture-sensitive governance and development will be promoted, climate action will be accelerated and disaster resilience will be sustained, and infrastructure will be expanded and upgraded.


Chaired by Apayao Governor Elias Bulut Jr., the Cordillera RDC vowed to ensure the implementation of strategies leading to the attainment of its desired outcomes by the end of 2028.


The launching of development plans was graced by National Economic Development Authority (NEDA) Secretary Arsenio Balisacan, Presidential Assistant for Northern Luzon Assistant Secretary Ana Carmela Ventura – Remigio, Bulut Jr. himself, among other officials.
