Tinglayan, Kalinga – Farmers and residents using the newly constructed Mallango - Sumadel - Belong Man-Ubal Farm to Market Road (FMR) can now enjoy an all-weather road with the recent completion and turn-over of said P36, 708,069.67 road project to the local government unit and the people.
Said project was turned over to the Mallango, Sumadel and Belong Man-ubal cultural communities on Friday, May 14, 2021. Said areas are among the top producers of agricultural products in the area.
In an interview, Mayor Sacrament Gumilab disclosed that the project was proposed in 2016 which was granted in 2018.
“This request has been proposed during my first term in 2016 and approved in 2018, will be benefiting 420 households in Tinglayan,” he said.
The new road, he added, will speed up and ease the transport of both commuters and harvests from said areas to their destination. Said FMR is connected to the Bontoc –Kalinga National Highway.
According to Gumilab, it was challenging for the farmers using the previous road, which was a bumpy one-way road, since several of their products were damaged along the way. This is aside from the fast deterioration of the vehicles they use due to bad road conditions.
“Now they are guaranteed a convenient safe and fast travel when transporting their agricultural products. And they now have easier access to government services as well,” the mayor said.
Mayor Gumilab also informed that for the project to be realized, the LGU has to allot a 12% counterpart, which his administration immediately granted.
Through counterpart scheme, the 5,850 meter road project got P32,303,100.72 from the International Fund for Agricultural Development (IFAD) through the Department Of Agriculture-Integrated Natural Resources and Environmental Management Project (DA-INREMP) while the Local Government of Tinglayan allocated of P4,404,968.28 for their counterpart.

Gumilab bares Master Plan on Road Networks
According to Mayor Gumilab, the project is just one of the major road networks his administration has envisioned to be realized in the municipality.
“In our master plan, it is our goal to connect all the barangays of the municipality through the development and improvement of our road networks,” he revealed.
The LGU, he said, is eyeing to connect the Mallango, Sumadel, Bilong traversing Dananao, Tulgao, Butbut Proper and Buscalan-Bugnay through an all-weather road project. Adding that several agencies agreed to provide the funding said road projects.
“The Bugnay to Buscalan was funded by the Department of Tourism and DPWH Convergence program, Poblacion to Bugnay is funded by the Department of Trade and Industry and DPWH Convergence Program and In Mallango, and we also enrolled this road access to DTI again and they agreed to fund it through DTI and DPWH Convergence Program in 2019,” he said.
Funding for the other identified road projects in the master plan, he underscored, is being sourced out, and completion of these projects are targeted before his term ends.
Tongrayan Umunno-unnoy slogan seen through road improvements
The mayor also expressed that the road developments also showcase the municipality’s slogan ‘Tongrayan Umunno-unnoy,’ and are now being experienced by the Ytinglayan people.
“This road projects will jumpstart progress in the barangays of Tinglayan, a living testimony that the municipality’s slogan is being realized every now and then,” he said.
“It keeps on developing. It keeps on getting better and better. Agdirdiretso haan nga agpatpatingga. Diay ti arapaap tayo ditoy Tinglayan ket sapay kuma ket babaen kadatayo nga umili ken barangay officials, agtitinnulong tayo ta magun-od tayo dagiytoy nga arapaap, Tongrayan Umunno-unnoy,” he added.
He then encouraged the Ytinglayans to take the responsibility to guard and care for said projects like their own, for the projects to last.
Said FMR project was completed on December 15, 2020 and had its final inspection on January 15, 2021.
