Dagupan Centro, Tabuk City nominated for National Lupong Tagapamayapa Incentives Awards

Tabuk City, Kalinga – For its outstanding performance contributing to attaining the objectives of the Katarungang Pambarangay, the Lupong Tagapamayapa of Dagupan Centro, Tabuk City was identified as a nominee for the National Lupong Tagapamayapa Incentives Awards (LTIA) for the year 2021.


Barangay Captain George Esteras, in an interview, said he was informed of the good news by the City Local Government Operations Officer, Gemma Bawanta on Tuesday, April 12, 2022.


What is Lupong Tagapamayapa Incentives Awards (LTIA)


According to the Department of Interior and Local Government (DILG), the LTIA is an institutionalized system of granting economic benefits and other incentives to Lupong Tagapamayapa that demonstrated exemplary performance in settling disputes at the grassroots level.


The performance and accomplishments of the lupons, the agency explained, were evaluated by committees organized at the regional, provincial and municipal levels on the basis of a) efficiency of operations; b) effectiveness in securing the katarungang pambarangay objectives, and c) creativity and resourcefulness of mediators.


Best practices of Dagupan Centro lupons


Esteras shared that among his lupons’ best practices include their active participation in ensuring that issues raised by the community to the barangay are resolved efficiently.

The lupons, he relayed, hold a discussion of both parties before the hearing begins, then they come up with a resolution during the first hearings.


“Han mi pay a paabuten ti second, third hearing. Basta nu kaya mi nga isolbar idiay, han kami nga agsayang ti oras ken kasta met a ma-lessen ti cases a maipangatu iti korte ta masolbar dagus ti barangay court,” highlights the barangay captain.


Also, Esteras affirmed that they do not tolerate the traditional ‘huge’ fines demanded by the aggrieved party from the other, contrary to what is being practiced in most parts of the province.


“Nu dakkel ti kasla a multa, haan ko nga i-tolerate diay ngay. Kunak han yu nga ipakat ti kina-Kalinga kasi isu garud nga inyumay da ti barangay ta ditoy ko i-resolve dagita a problema ngem nu haan kayo agkikinaawatan di ipangatuk dakayo. Ipangatuk daytoy kaso yu, ag-gastos kayo ti acceptance fee kada attorney. Adda pay ti hearing, apay ang-angaw,” he narrated.


He cited an instance when a party demanded P200,000 fine, but when assessed, the damage done by the other party only cost P3,000. In such cases, they made the fee minimal, amounting to P5,000.


“Isu garud nga adda tayo ti kwa ta i-upgrade tayo amin a panagpan-panunut, han nga gapu ta taga-Kalinga tayo ket nagpapatingnga tayo lang idiay ammu tayo,” Esteras added.


Not after the money, but the honor


When asked what benefits they get when nominated nationwide, Esteras said that the lupons will be provided with a cash incentive, but he underscored that they are not after the money, rather the honor it brings.


“We are not after the money, we are after the value and honor ta han a magatang dayta… awan ti balur ti kwarta ngem diay dayaw ngay. Agasem man a sumrek ti Dagupan Centro ti entire Philippines, han mo a magatng diay ngay. Diay ti ing-inguten mi a mainom-nominate ti kasta,” expressed the barangay captain.

Esteras hopes for the lupons to continue upholding their practices for the benefit of the people in the barangay.


The barangay expects to be assessed by the national validation team in the coming days.
