Dayag ti Apayao 2023 calls for public to ‘continue working on legendary Bulut Sr.’s legacy’

Apayao, Philippines – Days after snatching the “Dayag ti Apayao 2023” crown, the 19-year-old queen appealed for the public to ‘continue embracing their differences and vibrant culture’ and work on the legacy left by the legendary Hero of Apayao – the late Congressman Elias K. Bulut Sr.


Bulut Sr., during his tenure, filed a bill before the Congress for the separation of Kalinga and Apayao as two distinct provinces. On February 14, 1995, the two sub-provinces were converted into regular provinces, by virtue of Republic Act No. 7878.

Now on their 28th Founding Anniversary, both provinces looked back and realized how far they have accomplished. Since their separation, fund, assets, and other properties, including the obligations were equitably divided between the two provinces, giving way for more developments.


The humble beginnings of Apayao was commemorated by the newly-crowned “Dayag ti Apayao,” Jazreal Jamila Enciso of Kabugao town.


“Visionary as he is, the late Honorable Elias K. Bulut Sr. saw that we will not have the chance to progress and develop if we will not be separated from Kalinga. Despite all of the hardships and struggles, he never gave up,” said Enciso.


“As a visual representation of diverse culture, for I am half an Isnag and half an Ilocano, let us all continue to embrace our differences and vibrant culture to work on his legacy that “If we hold on together, our dreams will never die,” she added.


Possessing confidence, wit, and beauty that were part of the selection criteria of judges, the queen beat 6 other candidates to win the crown during the coronation night held on February 12 at the BGVJR Memorial Sports Center in Poblacion, Luna.

Aside from bringing home the most coveted crown, she likewise got most of the awards such as Best in Advocacy, Best in Production Number, Best in Festival Queen Attire, Best in Isnag Attire, Best in Swim Suit, Best in Talent, and Body Beautiful Award.


Enciso was further named as the Darling of the Crowd, Miss Photogenic, Most Articulate, and Miss Philippine Councilor's League 2023.


Other “Dayag ti Apayao” winners


Settling as 1st Runner-Up was Edilyn C. Racasa from Flora, while Kristine Mae Boccang of Conner landed as 2nd Runner-Up. Conner representative was hailed as Miss Flawless.


Meanwhile, Jonabee Ascado from Santa Marcela was awarded as Miss Congeniality, Miss Close-up Smile, and Miss Catwalk.


Pudtol, on the other hand, received Best Designer Award; Best in Filipiña Gown for Luna; and Miss MNYL Apayao 2023 for Calanasan.

“Education is the great equalizer of life”


When asked by one of the judge as to what causes does she want to address if she will to be given a chance to represent Apayao province on a national pageant, she confidently answered:


“As soon the Dayag ti Apayao 2023, I will raise and spread awareness on the importance of investing in the access of education because education is the great equalizer of life; to provide skills training so youth could engage in entrepreneurship; and to support small scale businesses because Philippines is a third world country and 50% of our population belongs to the poverty line.


If we could achieve a quality education then we will be directed into empowering everyone and living in a better world where negativities, inequalities and division will not foster and exist, leading us to a more unified, sustainable, innovative and inclusive Apayao as a province.”
