Baguio City, Philippines – The national Department of Social Welfare and Development recognized DSWD – Cordillera as the Best Implementer of Kapit‐Bisig Laban sa Kahirapan ‐ Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) in the country for 2021 and the 1st semester of 2022.
Regional Director of regional DSWD Leo Quintilla announced the news during the first day of the Local Government Unit Forum held at the Newtown Plaza Hotel, Baguio City on Tuesday, October 11, 2022.
The award, according to DSWD-CAR, is in recognition to its all-out support in the implementation of KALAHI-CIDSS programs and the 100% completion of the community sub-projects.
KALAHI-CIDSS, explained by the agency, is one of the poverty alleviation programs of the government. It uses the community-driven development (CDD) approach in helping barangays or communities of targeted municipalities become empowered to achieve improved access to services and to participate in more inclusive local planning, budgeting, and implementation.
Quintilla said lots of KALAHI-CIDSS sub-projects in the region were already completed in the first semester of this year. Some of which are waterworks, pathways, irrigation system, barangay multipurpose centers, among others.
The regional director attributed the success of the program to the ‘great’ volunteerism of Cordillerans.
“Well, alam natin yung volunteerism sa Cordillera is great. Ito po ay KALAHI-CIDSS, talagang CDD way, yung pagtulong-tulong ng community, ng ating mga partners, kasama ang ating local government unit at DSWD to implement yung project na pinili ng ating mga komunidad,” Quintilla expressed in his interview with PTV-Cordillera.
Best Community Volunteers in Cordillera
Meanwhile, DSWD-CAR awarded the Best Community Volunteers in the region recognizing the contributions of individuals and groups in helping others in their community.
Under the individual category, Delfina Molina of Malibcong Abra emerged as the winner. The first runner-up is Antonette Pindusan of Sadanga, Mountain Province and the second runner–up is Mary Del-isen of Besao, Mountain Province.
The winners received a certificate of recognition and cash incentives of P8,000, P7,000 and P6,000, respectively. Further, seven other nominees were also provided certificates of recognition and P5,000 each.
In the Best Group Community Volunteer, the Barangay Development Council – Technical Working Group of Suquib, Besao prevailed.
Other awardees are Sadanga Cultural Care and Environment Inc. as the advocate for Environmental Protection; Barangay Lingay, Kiangan, as the advocate for Gender and Development; and Barangay Tuplac, Kiangan, Ifugao, as the advocate for Indigenous Knowledge, Systems and Practices.
