Balbalan, Kalinga – "Effective legislation starts with knowledge, and your role as leaders is to use that knowledge to drive positive change for your community," stressed Kalinga Board Member Atty. Danzel Langkit during his talk to the Sanguniang Kabataan (SK) officials from the fourteen barangays of Balbalan on Tuesday, December 17, 2024.
Atty. Langkit provided a lecture to the young leaders while they were training on the crafting of ordinances and resolutions and their importance.
Initiated by the Balbalan LGU headed by Mayor Almar Malannag, the training held at the Golden Berries Hotel and Convention Center, San Juan, Tabuk City gave the young leaders the needed attention in developing their legislative abilities to propel meaningful change within the municipality.
Atty. Langkit explained that well-crafted ordinances and resolutions are indeed needed as instruments in addressing community concerns and in solving problems brought to the council's doorstep.
"As SK officials, you are at the forefront of representing the youth, and it's essential that you understand how to turn your ideas into legally sound and impactful legislative measures," he stated.
Throughout the talk, Atty. Langkit shared his experience and knowledge to more than 30 participants, delving into the structure, content, and legal framework of ordinances and resolutions.
He pointed out the importance of effective writing, clear, and one that meets the needs of a community, saying "Ordinances and resolutions must not only reflect the issues faced by your constituents but should also provide concrete solutions that can bring real change".
Basing on his experience in public service as a legislator, Atty. Langkit presented ordinances and resolutions that he wrote, was passed, and was approved successfully.
These examples served as a practical illustration of how young leaders can bring about positive change through well-thought legislative actions. His stories not only inspired the participants but also showed them the tangible impact of effective legislation.
He also did not hesitate to comment on the difficulties that officials of the SK may experience while drafting ordinances and resolution, such as legal compliance and the thorough consultation needed with the people from their respective communities.
He added that a good legislator should be well acquainted with the law and should at least know what the people want and whom they are supposed to serve.
"Dapat sisasagana kayo met laeng iti consequences ti actions yo,” he concluded.
