To ensure the safety and well-being of our learners, the school buildings, and its premises, Disaster Risk Reduction Management’s Four Thematic Areas (Prevention and Mitigation, Preparedness, Response, and Rehabilitation) were integrated into DepEd’s safety measures under DepEd Order 37, s. 2015. In line with this, some teachers were designated as DRRM coordinators in the school to help the school head in safeguarding the well-being of the learners in times of an emergency or fortuitous event.
As a DRRM coordinator in the school, one must monitor the physical condition of the classrooms and other facilities so that they are not a threat to the life of learners and teachers. In situations where structures may pose a danger to life, the coordinator must inform the agencies concerned including the Schools Division Office. With this, guy cables may be fastened in the building to help withstand strong typhoons. Electronic devices such as computers, printers, television sets, and photocopiers, together with books and essential school documents must be transferred to a safe area. Evacuation sites should also be clearly identified and routes must be well communicated for the knowledge of everyone in the school and nearby community.
Furthermore, the coordinator must see to it that DRRM signages are posted in easily viewed areas in the school, with clear and easily understood instructions. Drills must also be conducted as preparation and response for anticipated disasters. The coordinator is also responsible for conducting skills training in risk reduction and management with his or her coworkers, including the learners to equip them during an emergency.
Most importantly, the DRRM coordinator serves as the person responsible for collaborations and coordination with the local DRRM Council and other partner organizations. Hence, the need to work hand in hand with the members of the communications team which include the Information Computer Technology (ICT) coordinator and the president of the Parents-Teachers Association (PTA). Additionally, the DRRM coordinator must also partner with the medical team to ensure the safety of everyone and that situation is well communicated to avoid delays in securing the life of learners and school personnel.
While man-made and natural disasters could not be totally avoided, prevention and mitigation are the necessary measures that could lessen the burden of disasters. Thus, the recurring drills in the schools, installation, and refilling of fire extinguishers, updating warning systems and signages, educating the learners and training the teachers that improve disaster readiness, coordinating well with the communication and medical team, strengthening predictions through continuous planning, creating procedures and policies, designating roles and responsibilities to each school personnel, among others.
