Ex-CAFGU in Rizal, Kalinga charged for indiscriminate firing, gun ban violation


Rizal, Kalinga – A former Citizen Armed Force Geographical Unit (CAFGU) personnel who went AWOL (Absent Without Official Leave) is now facing charges after he was caught firing indiscriminately in Barangay Macutay on March 4, 2022.


He is the first violator of COMELEC gun ban in Rizal since its implementation in January.

Police Captain Rufino Manganip, Rizal Chief of Police, disclosed that the suspect, Lixbert Dacquial, 41, was drunk when the incident happened at around 3:00 PM on said date.


Manganip said that Dacquial fired his gun, causing alarm in the community.


“Nag-indiscriminate firing ayan iti populace. Nakita iti tattao, in-report da kadakami isu a napan met iti tropa,” Manganip narrated.


During the arrest, the authorities recovered a Cal. 45 and a piece of a magazine with 6 live ammunition from the suspect and recovered four empty shells at the scene of the incident.

Manganip said that on March 5, the police filed a case against the suspect for violation of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act and violation of the COMELEC gun ban.


With the said incident, Manganip again reminded the public they are strictly implementing the RA 10591 and the observance of the gun ban during this election period. He also stressed responsible gun ownership and the danger of stray bullets due to indiscriminate firing.


“Let’s be a responsible gun owner, iti paltog ket very dangerous. Isu a nu mabartek ka, haan tayo kuman nga ag-iggeman iti paltogen. This is a lesson a nu adda paltog mo ket usarem lang iti pang depensam iti bagim, haan nga usarem nga apan ka agputok-putok,” Manganip advised.
