Fisheries scholarship program application now open

Tabuk City, Kalinga - The Bureau of Fisheries and Aquatic Resources (BFAR) Kalinga is now accepting applicants for the fisheries scholarship program for school year 2022-2023.


This was disclosed by a staff of the Provincial Fishery Office in an interview on Wednesday, May 18, 2022.


The program which has three components – the Fisheries Industry Leaders Grant (FSP-FILG), Fisherfolk Children Educational Grant (FSP-FCEG) and grant for Indigenous Cultural Communities or Indigenous People aims to augment the school expenses of beneficiaries taking up fishery-related courses.


According to the agency, the FSP-FILG is a merit-based scholarship for high school graduates who will pursue a 4-year BS Fisheries course, while the (FSP-FCEG) is intended for poor but deserving high school graduates who will pursue a 4-year BS Fisheries course.

For the grant to ICCS/IPs, the agency said that they must be a member of an ICC/IP recognized by the National Commission on Indigenous Peoples (NCIP).


Sources from BFAR-Kalinga said that the scholarship program in one mandate of the agency, to provide assistance to fisherfolks through the provision of scholarship programs for their children.


“Umay da office or mabalin da ma-access diay forms and qualifications idiay BFAR-CAR Facebook page,” the staff said, clarifying that as of this moment, they are only doing recruitment, and if qualified, the applicant will be taking the exam.


The top 20 for the (FSP-FCEG) will be chosen while the top 3 for FSP-FILG and the grant for IPs will automatically become scholars in the region.

Through the program, scholars will be given privileges like free school fees (tuition and other school fees as required by the curriculum except for dormitory fee/rental), monthly stipend of is P4,000, P 3,000 as support for On-the-Job Training (OJT, P2,000 as Book allowance, P7,000 for Thesis/ Special Problem (or its equivalent), and P 1,500 as graduation support.


The monthly stipend for this school year is P5,000, PFO-Kalinga confirmed.


Qualifications of applicants


Applicants must be a natural-born Filipino citizen, a Senior high school graduate or graduating student who belong to the top ten of his/her graduating class (not upper 10%), duly certified by the School Head/Principal (for FSP-FILG) while for FSP-FCEG, the applicant must be a Senior high school graduate or graduating student whose general weighted average (GWA) (in any track) shall not be lower than 80% or its equivalent.

For IPs, they must have a certificate of Tribe membership issued by NCIP, must be a high school graduate and has a GWA of not less than 75%.


Further, applicants must be not more than 25 years old at the time of examination and has not earned any units in college, of good moral character as certified by the School Head, parents or guardian must be physically residing in the municipality of the region for at least six (6) months, and parents/guardian must be a Mangingisdang Juan or are registered in the Juan Magsasaka Registration System (formerly FishR).


As for the documentary requirements, applicants must pass a duly accomplished and signed FSP Application Form for the FCEG (Annex 3), Original or Certified True Copy of Birth Certificate (PSA or Civil Registrar), Certified True Copy of Report Card Form 138 or 137 (GWA of last 3 semesters of Senior High School is at least 80%), Certification of good moral character from the School Registrar.


Other documents needed to be passed are photocopy of Mangingisdang Juan ID or Certificate of Registration of parent(s)/ guardian (issued by the MAO or BFAR), two (2) recent 2x2 pictures taken within the last three (3) months prior to filing of application (colored with white background), Barangay Residence Certificate of the parent(s)/guardian, and in case of guardianship, affidavit executed by the guardian attesting that the applicant is his/her ward for at least five (5) years.
