Former Chief Justice from Abra appointed as Marcos’ Executive Secretary

Abra, Philippines – Former Chief Justice Lucas Bersamin, a native of Bangued Abra, is now the new Executive Secretary of President Ferdinand “Bongbong” Marcos Jr.


Bersamin, who is the current chairman of the Government Service Insurance System (GSIS) board of trustees, took his oath before Marcos this Tuesday, September 27.


In a press conference held on the same date, Press Secretary Trixie Cruz-Angeles said Bersamin was chosen for his qualifications, having the necessary legal background and the ability to deal with paperwork.

Cruz-Angeles added that Bersamin is ‘trusted and well-qualified.’


As the Executive Secretary, Bersamin can issue orders on behalf of the President, can review and modify decisions of other cabinet secretaries on appeal, and can perform various functions as allowed or delegated by the President.


Earlier, Atty. Vic Rodriguez stepped down as executive secretary on Sept. 17, which made the president decide to hand-pick another person for said post.


Who is Lucas Bersamin?


Bersamin, 72, is a Filipino Lawyer born on October 18, 1949.


He is an alumnus of the University of the East college of Law. The new executive secretary first became a private practitioner before serving as a judge at the Quezon City Regional Trial Court in 1986.

In 2002, he stepped up at the Court of Appeals, while in 2009, then President Gloria Macapagal-Arroyo assigned him to the high court as an associate justice.


In 2018, he was named by President Rodrigo Duterte as the 25th Chief Justice of the Supreme Court and was later appointed as the chairman of GSIS after his retirement in 2019.


Bersamin received the Best Decision in Civil and Criminal Law recognition in 2000 and became a recipient of the Chief Justice Jose Abad Santos for Judicial excellence award in 2002.
