"Gov. Bulut is top performing Governor in CAR" — Pulso ng Bayan 2024

Luna, Apayao - Apayao Governor and RDC Chair Elias C. Bulut Jr. ranked first as top performing Governor in the region, Pulso ng Bayan 2024 Survey results showed on Tuesday, October 29.


Among six governors in the Cordillera, Bulut was accorded with a 93.9% job performance rating—an indication of his outstanding governance and high approval and support from the people for his programs and projects.


The Hypothesis Philippines, a survey firm conducted an independent and non-commissioned survey from August 18-31, 2024, to evaluate the performance of governors region-wide.


The survey polled 10,000 registered voters aged 18-70 from various parts of CAR proportionate with their population. The number of respondents from every Province are as follows: Abra- 1,753 respondents, Apayao-869, Benguet-3,218, Ifugao- 1,450, Kalinga-1,604 and Mountain Province- 1,106.


The survey criteria, as relayed by said Hypothesis group, include Quality of Public Service, Project Implementation, Citizen Welfare Programs, and Responsiveness to Community Needs.


Respondents were asked about their fulfillment with public services provided by their provincial government, such as education, healthcare, social services, improving infrastructure, transportation, livelihood programs, disaster response, environmental campaigns, and other vital aspects of living.


In his previous speeches, Governor Bulut underscored the importance of short and long-term planning as vital keys of gradual progress and sustainable development across Apayao.

Meantime, Mountain Province Gov. Bonifacio Lacwasan Jr. was second top performing governor in CAR with a 92.4% job performance rating, followed by Abra Gov. Dominic Valera with a 91.6% job performance rating.


Hypothesis Philippines' Pulso ng Bayan is an initiative which provides insights into Filipino public opinion and governance, and aims to reflect the voice of the people, guiding policymakers to address the needs and aspirations of citizens.
