Gov. Bulut Jr. urges business sectors in Apayao to seize investment opportunities and boost local economy


Luna, Apayao – RDC Chair and Governor Elias C. Bulut Jr. on Monday, December 16, urged entrepreneurs in Apayao involved in General Merchandising, Construction firms, Catering Services, Drug Stores, Hotel and Restaurants, among others to capitalize on numerous business opportunities in the province by forming their groups according to their line of business and become the service providers or suppliers of the Provincial government’s diverse needs.


In his talk during the Investment Forum held at the Aliwa gymnasium, the Governor recognized the business sectors as crucial players in economic growth and that they should not miss opportunities they can benefit from.


Bulut believes that with the formation of business groups, the entrepreneurs can help more in pushing the economic momentum and expansion of Apayao.


The governor disclosed that almost half of the 700 million funding of the Provincial government goes to outside bidders.


This 2024 alone, from the P10 million MOOE for trainings and accommodations, local businesses only got P121,000 for hotels and training venues, while P3,468,000 went to outsiders. For office supplies, locals got P14 million, while outsiders P8 million.


The governor likewise mentioned that the PGA was able to bid out P88.9M for Drugs and Medicines, P555M worth of contracts for infrastructure projects like buildings and roads, P16M catering services, P11M agricultural supplies, P25M sports facilities and equipment during CARAA.


‘’These are the opportunities and parts of the investment that we can have. Ammo yu ti makibibid? from other provinces. Napanan dagiti taga Apayao kunak, it should be an opportunity for us ta maikkan tayu kuma iti tyansa nga makaala kadagitoy nga projects…it would be part of our growth because you pay your taxes here,’’ Bulut expressed.


‘’Ammo yu ti panpanunutek tatta, simple as this, you organize your groups mangala kau ti Philgeps agtutulag kau, agga ambag kau and let somebody to represent your group tapno mailock tayu dagitoy nga industries… and we have the DTI who will support us. I encourage the other contractors to transfer their address here in Apayao tapno iti kasta makipag contribute tau iti growth,’’ he added.

Further, Governor Bulut underscored the need to capitalize on the province’s vast and rich natural resources especially rivers, underlining his pursuit of economic sustainability for the next 50 years through the constructions of hydroelectric power source which could generate 5,000 megawatts.


According to the governor, when all said projects are completed, it will attract bigger investors and could produce projected taxes not less than P4 billion a year – that will add to the Internal Revenue Allotment (IRA) of Apayao.
