Gov. Bulut maintains ranking as top performing Governor in CAR - Pulso ng Bayan for January 2025

Luna, Apayao - RDC Chair and Apayao Governor Elias C. Bulut Jr. still leads the ranking of top performing governors in the Cordillera region, with a 94.2 % performance rating, according to latest survey results of Pulso ng Bayan January 2025.

The said ranking result was disclosed by the institution on Wednesday, January 14.

Among six governors in CAR, Bulut has been accorded the highest rating - an evidence of the overwhelming approval for his effective administration and dedication to Apayao's development.

In October - December 2024, the Governor also ranked first as top performing governor with

93.9% performance rating, based on the survey polled from 10,000 registered voters region-wide by the Hypothesis Philippines.

On January 2-7, 2025 the Social Pulse Philippines polled about the same survey to 2,000 respondents, to evaluate the performance of governors in terms of Quality of Public Service,

Project Implementation, Citizen Welfare Programs, and Responsiveness to Community needs.

Said respondents were asked on their satisfaction with public services provided by their provincial government, such as education, healthcare, social services, improving infrastructure, transportation, livelihood programs, disaster response, environmental campaigns, and other crucial aspects of living.

Governor Bulut in his previous talks reiterated the impact of unified governance, encouraging his people to take part in the realization of his short and long-term plans for Apayao's transformation and development.

Meantime, Mountain Province Gov. Bonifacio Lacwasan Jr. was second top performing governor in CAR with a 93.4% job performance rating, followed by Kalinga Gov. James Edubba with a 92.8% performance rating.

Fourth on the list was Ifugao Gov. Jerry Dalipug with 90.7%, followed by Benguet Gov. Melchor Diclas with 87.3%, and Abra Acting Gov. Russel Baclas with 84.6%.
