Gov. Tubban commends DPJ for funding Sitio Minanga – Patok – Sadog- Dupag Proper access road

Tabuk City, Kalinga – Provincial Governor Ferdinand B. Tubban lauded the contribution of Daniel Peckley Jr. (DPJ) for funding the tramline and 5-kilometer access road to connect Sitio Sadog, Dupag Proper, Patok, Minanga to the national highway going to Lubuagan.


During his talk, he also lauded the participation of the Sangguniang Panlalawigan for their study and endorsement of the project, likewise the perseverance and determination of community leaders to make their dream come true.


"Dakayo met lang nga komunidad ti nangiyaramid daytoy, ket agayaman tayo ta adda ti kailyan tayo nga adda ti expertise na iti kakastoy nga banag ken adda ayat na nga ditoy na nga i-share ti laing na," said Tubban.


The projects were proposed by Dallac – Nanong – Minanga Indigenous Cultural Communities (DANAMI ICC) as part of the Upper Tabuk Hydroelectric Power Plant project of DPJ which aims to generate renewable energy to help supply the electricity need and lessen power cost in the province which is currently importing electric from outside sources.

During the groundbreaking ceremony of the access road this September 8, 2021, the governor commended DPJ for making the dream of the communities' elders a reality.

Project undergone proper process


The governor believes the projects had undergone the proper process as supervised by the National Commission on Indigenous Peoples (NCIP) which NCIP-Kalinga Provincial Officer Catherine G. Apaling affirmed, saying that the projects acquired ‘certification precondition.’


“Baka kuna yu nga awan pay, addan apo. Naipagna iti proseso daytoy isunga nakapag-groundbreak tayo, ket kayat ko nga ibaga diay kanya tayo,” Apaling stated.

The provincial officer further explained that the project was initiated by the community and was endorsed by the barangay officials of Bagumbayan and Dupag ‘unfortunately, haan a napondoan.’


“Iti panagpondo na daytoy ket ni proponent tayo nga DPJ isunga adda suna. Isuna piman iti mangpondo ditoy a project tayo a haan a mapondoan iti gobyerno tayo,” Apaling explained.


Governor Tubban congratulated the officials and leaders behind the project saying, “nagrigat ti agbalin a leader ti maysa nga organisasyon nu awan met laeng ti ayat mo.”


Tubban assured his support to private entities, admitting that the provincial, even the national government, cannot provide everything to the community.
