Gov. Tubban moves to create Transition Team for smooth transition to new governance

Tabuk City, Kalinga – To guarantee a smooth transition of governance to the incoming administration and protect the assets, records, and documents of the local government, outgoing Governor Ferdinand Tubban has sought the creation of Local Governance Transition Team.


The Management Committee chaired by Tubban discussed the move during their meeting on Monday, May 23, 2022 at the Enterprise Building, Capitol Hills, Bulanao, Tabuk City.

“Kasapulan nga adda iti napintas nga flow iti turn over iti plans, programs, and projects tayo tapnu maituloy dagituy narugyan iti per offices. I fast track tayo dagiti serbisyo nga kasapulan iti umili,” stressed the governor.


The move is in pursuant to the Memorandum Circular No. 2022-029 issued by the Department of the Interior and Local Government, urging all incumbent governors and mayors of the local government unit to organize Transition Team.

According to the department, the transition team shall conduct an inventory of LGU properties including immovable properties such as land, buildings, infrastructure facilities and their improvements, and pieces of machinery made immovable as well as movable properties such as vehicles, office equipment, furniture, fixtures, and office supply stocks.


Also, the LGTT shall gather, secure, and preserve all official documents and/or records of LGU official transactions; and, turnover accountabilities using the prescribed forms, in case of a new set of incoming elected officials, and update the list of accountabilities, in case of re-elected officials.


Among the official documents the LGTTs must secure are the 2021 Governance Assessment Report, Contracts and Loans Agreement, Comprehensive Development Plan, 2022 Annual Investment Program, Comprehensive Land Use Plan, Public Service Continuity Plan, LGUs Citizens Charter, and various Full Disclosure Policy documents.
