Gov. Tubban supports SP Kalinga’s initiative to bring service closer to LGUs

Tabuk City, Kalinga-Provincial Governor Ferdinand B. Tubban commended the initiative of the Sangguniang Panlalawigan under the leadership of Vice Governor Dave Odiem to conduct their regular session in the different municipalities and the city.


Tubban expressed his support when he joined the august body’s recent session held in Pasil on July 27, 2021, saying that this is a good practice of bringing the services of the Provincial Local Government Unit closer to the LGUs.

I-congratulate ko isuda iti daytuy a programa ti SP nga idadaulwan ni Vice Governor Dave Odiem, ta daytoy ket panangiyasideg ti Provincial Government iti munisipyo ken iti babarangay dagiti programa, wennu anya man dagiti mabalin a pagtitinnulungan tayo para iti pagsayaatan metlaeng iti saksakopen tayo a barangay ken dagitoy kakailyan tayo a taga-Pasil ken amin a taga-Kalinga,” the governor said.


Meanwhile, Vice Governor Odiem disclosed that the program was supposed to start last year to make it easier for the concerns of the local government units to be raised and therefore be discussed. However, this was postponed due to the pandemic.


Tubban and Odiem extended gratitude to Pasil Municipal Mayor Alfredo Malannag Jr. and to the members of Sangguniang Bayan for their warm welcome.

The governor recalled his first meeting with municipal and barangay officials, with Congressman Allen Jesse Mangaoang saying, “ti umuna ket idiay Cagaluan, kadwa tayo ni Congressman Mangaoang maipanggep iti panang-awis tayo kadagiti mamayores ken dagiti barangay officials para iti nasayaat a panangiwayat da kadagiti program tapnu malapdan iti panagwaras ti COVID-19.”


The governor reminded the officials on their plans and projects submitted through their Annual Investment Plan (AIP) for 2022. He hopes that the submitted projects went through consultation with constituents.


In sourcing out funds, Tubban reminded that the lowest fund that can be granted by the provincial government is P500,000. Funds lower than the amount shall be shouldered by barangay or municipal level.


The governor assured that for 2022, all barangays in the province will receive P500,000 worth of priority projects under their AIP.


“So that will be for 2022, it should have started last year nu haan a gapu ti pandemic. Kadwa tayo metlang dagiti members ti SP ta mamatiak, gapu ti nasayaat a relasyon mi ket naparpartak iti panagdur as tayo,” Tubban added.


Members of SP earlier convened for their session in Lubuagan before proceeding to Pasil.
