Governor Bulut is one of the top-ranked governors in Luzon

Luna, Apayao – Apayao Governor and CAR’s regional development chair Elias C. Bulut Jr. shines as one of the top-ranked governors in whole Luzon, based on the latest survey results of Institute for Global Education, Exchange and Internship Inc. on Friday, Jan.16.


Data from IGEEI’s survey in Nov. 15 – Dec.15, 2024 showed out of 38 provinces, Gov. Bulut is top 9 in the ranking of top performing governors with 66% Youth satisfaction and Trust ratings from the 10,000 respondents aged 18 to 30 from diverse socio-economic backgrounds across Luzon – evidence of his outstanding approval rating which goes beyond Apayao province.


According to said survey firm, they utilized a mix of online surveys, face-to-face interviews, and telephone interviews which centered on Ten (10) key priorities emerged as critical for youth when evaluating their leaders that balances governance and progress. These comprised transparency and accountability, disaster preparedness and recovery programs, access to education, employment, and youth empowerment initiatives, environmental sustainability, inclusive governance, infrastructure development, and preservation of local cultures.


Bulut is esteemed by his unified and inclusive governance, massive infrastructure projects, youth-focused initiatives and special programs that focus on Education, employment, livelihood, health, public safety, solving land disputes, disaster response management, and sustainable environmental conservation.  


The AFP recruitment program as such, dubbed as the governor’s ‘brainchild’ aimed at both providing employment and eradicating insurgency now have produced 942 graduates over the past 7 years. His Project Busty (Bringing Universal healthcare services Towards a Sustainable program implementation yielding to a resilient Apayao) whose strategic framework is under the PLGU’s 10-point Dev’t agenda and DOH 8-point agenda have served 6,996 individuals in 2024 alone. Further, 2,825 residents were already screened under Apayao’s healthcare partner Fred’s Hollows Foundation.


His banner program Project “ASENG” (Apayao Socio-Economic Efforts Necessary for Growth) now have benefitted thousands of families and students provincewide. His Task Force LUSA (Lawful and Unified initiatives in Safeguarding Apayao lands) have resolved hundreds of land disputes over ownership claims and other critical issues affecting yApayaos. Moreover, Gov. Bulut’s push for environmental conservation and protection has led to Apayao’s recognition by UNESCO as the 4th Biosphere Reserve of the Philippines.


In his previous talks, Gov. Bulut underscored that forward-thinking approach of governance, responsiveness and deep understanding of people’s needs are vital keys to development.
